How to prevent outdoor surveillance camera from being stolen?

We have a warehouse and installed outdoor camera along our wall to surveiling our parking lot and backyard inventory. Recently we have people stealing our camera and the police have no way of catching them and not bother to do anything about it. My questions is... how could we protect the camera that we installed outside our building from being stolen again? It's been stolen 3 times already. Please advise if you have any suggestion.
One way is to conceal it...

How about adding another security camera (or 3) that is pointed at the one getting stolen?
Putting it up higher so it is more difficult to reach.
Using a security company that can install it and sy they will replace it if stolen (they have "security hardened" mounting hardware available).
